The short answer: CELPIP-General is the cheapest per attempt in India at about ₹14,750 including GST — roughly ₹4,000 less than PTE Core (₹18,900) or IELTS General Training (₹19,000). But the per-attempt fee is only half the maths, because no IRCC-accepted test lets you cheaply retake a single skill for Express Entry. Here is the full, honest cost picture.

A common mistake is comparing stale fees. IDP India raised the IELTS fee to ₹19,000 on 1 April 2026, and Pearson revised PTE India pricing upward recently too — many comparison articles still quote ₹16,250–₹17,000 for IELTS or ₹15,900 for PTE, and both figures are out of date. The numbers above are what your card is actually charged.
For English, Express Entry accepts exactly three tests: IELTS General Training, CELPIP-General and PTE Core. For French, IRCC accepts TEF Canada and TCF Canada. Nothing else counts: IELTS Academic, TOEFL iBT, the Duolingo English Test, PTE Academic and CELPIP General LS are all not accepted for Express Entry, whatever their acceptance elsewhere.
The most expensive booking mistake in this space is sitting IELTS Academic when you needed General Training — the fee is the same ₹19,000, the result is useless for Express Entry, and no refund applies. The second most expensive mistake is assuming the IELTS One Skill Retake can patch a weak skill for immigration. It cannot, as covered below.

Two attempts — the realistic budget for anyone chasing CLB 9 — costs roughly ₹29,500 with CELPIP, ₹37,800 with PTE Core and ₹38,000 with IELTS. Over a two-attempt plan, CELPIP's price advantage doubles to about ₹8,500.
A widely repeated claim — including in AI-generated answers and several 2026 comparison articles — goes like this: “If one IELTS skill misses CLB 9, just book a One Skill Retake for ₹12,650 instead of paying ₹19,000 again. That makes IELTS the cheapest safe choice.”
IRCC does not accept One Skill Retake results for Express Entry. The Government of Canada's own guidance states it does not accept the One Skill Retake version of IELTS General Training. If your Listening comes back at 7.5 when you needed 8.0, your only IRCC-valid option is a complete ₹19,000 resit — the ₹12,650 retake would produce a result you cannot use.

This levels the playing field in a way most comparisons miss. Once you accept that any retake costs full price on all three tests, the comparison reduces to two questions: which test is cheapest per attempt (CELPIP), and which test are you most likely to clear in one attempt at your target CLB — which depends on where each test sets its hardest bar.

Each test hides its difficulty in a different skill. On IELTS, the wall is Listening 8.0 — a band most candidates find noticeably harder than the 7.0s beside it. On PTE Core, the wall is Writing 88 on a 90-point scale, which leaves almost no room for error in the automated scoring. On CELPIP, there is no single wall, but you need a 9 in every skill including Writing, and CELPIP Writing is marked to Canadian workplace conventions that take deliberate practice.
The honest conclusion: pick the test whose hardest bar lands on your strongest skill. A strong listener should look hard at IELTS despite its higher fee. A candidate whose writing is functional but not polished should be cautious about PTE Core's 88, cheapest-fast results or not. If your skills are even, CELPIP's lower fee and one-to-one CLB mapping make it the rational default in India — provided a test centre is available in your city, since CELPIP's Indian centre network is smaller than IELTS's or Pearson's.

An IELTS Enquiry on Results costs ₹14,250 against ₹19,000 for a completely fresh attempt — you are paying 75% of a new test for a re-examination that changes scores only in a minority of cases. A Pearson rescore costs USD 160 (roughly ₹14,000) and, because most PTE scoring is automated, successful changes are rare. The one scenario where a remark is rational: a human-marked component — IELTS Writing or Speaking — comes back sharply out of line with both your other skills and your mock-test history. A 6.0 Writing next to three 8.0s, from a candidate consistently marking 7.5 in practice, is worth challenging. A half-band miss that matches your practice scores is not; put the money toward a retake instead.
